Since the beginning of this year (as of September 30), Fuzhou Municipal Science and Technology Bureau has issued 668 Foreigners' Work Permit for foreigners in China, including 173 foreign high-end talents (A category) and 495 foreign professional talents (B category). In order to strengthen the supervision during and after the issuing and improve the "double random, one publicity" working mechanism, Fuzhou Municipal Science and Technology Bureau launched the "Foreigners' Work Permit for foreigners" and the "Fujian Pilot Free Trade Zone Overseas Introduction of High-level Talents Confirmation" in September in the city. In accordance with a 5% random inspection ratio, 14 companies were selected from 248 market entities for "double random" inspections. The inspections included the business qualifications of the employer, the labor contracts signed by foreign employees, the work attendance of foreign employees, the reward and punishment system, and the payment of wages. During the inspection process, most employers can strictly follow the foreign employment management regulations in China, but there are some employers who have resigned foreign employees who have not completed the cancellation of the foreigner’s work permit to China in time, and the change of work address has not gone through the change procedures. For other issues, the employer has been ordered to make rectifications at the scene.

　　At present, the bureau is actively exploring the establishment of a personal creditworthiness system in the field of work permits for foreigners to work in China and plans to establish mechanisms for the formation, collection, publicity, and use of credit records of employers and foreigners working in China, and improve trustworthy incentives and untrustworthy punishment mechanisms.
