1. Purposes of the Program 

　　Focusing on the industrial development goals of the metropolitan area on the west bank of the Straits, the program gives priority to the high-end team of foreign experts that support leading companies, introducing a group of large innovation potentials, leading the development of disciplines, and generating significant economic and social benefits by establishing overseas expert workstations and overseas expert technology research and development centers. Hence, the program could give full play to the overall advantages and multiplier effect of the team, give full play to the radiation effect of overseas high-end talent teams in gathering and training talents, and continuously improve the independent innovation capabilities of enterprises . 

　　2. Standards and Conditions of Application 

　　The overseas high-end talent team should be composed of more than 3 foreign experts or Taiwan, Hong Kong and Macao experts. Generally speaking; the experts should obtain bachelor's degree or above, and whose age is no more than 70 years old. The introduced experts must work in Fuzhou for no less than 2 months each year, who also meet one of the following conditions: 

　　1) For the team leader, one of the following conditions should be met: being an expert or professional who hold the equivalent position of associate professor or above in famous overseas universities or scientific research institutes; being a technical personnel and management personnel who hold senior positions in well-known overseas companies; or being an expert or professional who have internationally advanced or domestic leading independent Intellectual property achievements, and is proficient in related industrial fields and international regulations. 

　　2) The professional structure of team members is reasonable and should be related and complementary, so as to give full play to the overall advantages in the development and utilization of advanced technological achievements after the introduction. A properly structured team could be favorable to the breakthrough of the bottleneck of key areas and key technologies, offering products with more potential and market competitive advantage, which could be industrialized and rewarding. 

　　3. Supporting measures 

　　The approved projects of the High-end Foreign Professional Industry Project Cooperation Program would be accessed based on the comprehensive evaluation of the importance and the working time of experts in China. There will be 150,000 CNY funding for each project whose evaluation score is between 70 and 80 points; there will be 300,000 CNY funding for each project whose evaluation score is above 80 points. 

　　4. Subject of application 

　　All types of non-foreign-funded employers in Fuzhou and Sino-foreign joint ventures or cooperative enterprises with no less than 50% of investment by Chinese investors. 

　　5. Application materials 

　　7 copies of “Introduction Application Form of Program for High-Level Overseas Talent Groups of Fuzhou” and the attachments (bound together), and the electronic documents. The attached materials include the copy of the team leader and each team member's honorary awards above the city level, passport, work or project cooperation contract or letter of intent signed with the employer (in both Chinese and English, and the list of the time each member of the team will work or serve in the current year), overseas employment certification materials, main achievements (papers, patent certificates, product certificates), and major projects that the leaders (participated) in.
