(1) Standards and Conditions of Application 

　　Candidates should be technical professionals of enterprises and institutions in Fuzhou, who are under the age of 50, and meet the following basic conditions: 

　　1) The candidates should be law-abiding, and have good ideological and political qualities and professional ethics, who also have a rigorous academic style, and a strong sense of professionalism and responsibility; 

　　2) The candidates should have intermediate level professional and technical posts or above and have a master's degree or above; or the candidates have the qualifications for professional and technical positions above the associate senior level; 

　　3) The candidates should have solid basic theories and professional knowledge, strong scientific research capabilities, and pass annual assessments, whose majors is matched with the long-term needs of the city’s economic prospects; 

　　(4) The professionals who are to visit Hong Kong, Macao and Taiwan province should be able to communicate in English, and those who are going to study in English-speaking countries should be able to speak English fluently (obtain a CET-6 certificate, pass the BFT exam, or once studied or work in English-speaking countries for one year and above); professional and technical personnel visiting non-English speaking countries should have corresponding higher foreign language proficiency (a higher level foreign language certificate recognized by the country where the candidate study visits, or studied or work in the country for one year and above); the conditions could be can be appropriately relaxed for particularly outstanding professionals who are to visit Singapore and other countries or regions, and mainly communicates with others in Chinese.. 

　　(2) Supporting measures 

　　The subsidy fee for those going abroad and outbound (including Hong Kong, Macao and Taiwan regions) for further study is as follows: there is a subsidy of 10,000 CNY for a study visit ranges from 1 month to 1.5 months; a subsidy of 15,000 CNY for 1.5 months (1.5 months included) to 2.5 months; 20,000 CNY for 2.5 months (Including 2.5 months) to 3 months. If the time is extended and is approved, the subsidy amount shall not exceed 30,000 CNY. In principle, the transportation, accommodation, and materials for visiting and training professionals are at the expenses of the enterprises and the institutions, and the meals are at one’s own expense; the above expenses may also be shared by the enterprises or the institutions, and the professionals who go to the study visit after consultation. 

　　(3) Application materials 

　　One copy of "High-level Professional Study Visit Project Application Form" and attached materials (bound together), and an its electronic documents. Attached materials include training topic report, copy of English proficiency certificate, and cost estimate for visiting study and training.
